Demisiunea sistemului deținută de guvern a venit după acuzații de ineficiențe grave de gestionare, pierderi de profit și fraudă. Până la începutul anilor 1980, afacerile de pasageri și de marfă au scăzut, iar creșterea tarifelor nu au reușit să țină pasul cu costurile mai mari ale forței de muncă.
Căile ferate naționale japoneze sunt privatizate și împărțite în șapte companii JR (Japan Railways), șase companii regionale și o marfă.
Noile companii au introdus concurența, și -au redus personalul și au depus eforturi de reformă. Reacția publică inițială la aceste mișcări a fost bună: călătoriile combinate de pasageri pe companiile de pasageri din Grupul Căilor Ferate din Japonia în 1987 a fost de 204,7 miliarde de pasageri de kilometri, în creștere cu 3,2% față de 1986, în timp ce sectorul pasagerilor anterior a fost stagnat din 1975. Creșterea transportului de pasageri a căilor ferate private în 1987 a fost de 2,6%, ceea ce însemna că rata de la 27 de căi ferate. Transportul feroviar s -a îmbunătățit, deși a reprezentat în continuare doar 28% din transportul pasagerilor și doar 5% din transportul de marfă în 1990.
